The hardware you are using certainly looks useful for IPFire. It would be worthwhile resolving the issue. It's not clear whether your HDD was new or came with Windows pre-installed. Your earlier comment about boot mode applying only after first reboot might not be entirely correct. ISO that are not built for UEFI won't boot from it. You could try booting an IPFire flash image from a USB device UEFI is continually changing and your two examples of the mainboard might have differ...

If you can't resolve the issue then you could disable IPFire providing time to the LAN. Win10 should then get it direct from a time server on the Internet. If it is still wrong then the problem would appear to lie in Win10

It sounds like you're setting the PC in Win10. You need to set current UTC time in PC hardware settings (CMOS) then +GMT10 in Win10.

ditto for the IPFire box.

also need to ensure that IPFire is providing time to machines on its network. Go to the services tab and "time setting"

You don't say which Au time zone you are in. The time difference is 9 hrs, and West Australian time is 9 hrs ahead of UTC. You have the modem in the same numbered network, 192.168.178.0, as GREEN, which is incorrect. I would anticipate a modem in passthrough (bridging) mode to not have an IP address at all. You don't say which IPFire compilation you are using and whether or not you are using DHCP.

With an ARM compilation, I find that the modem has to be finished booting, before the IPFire is booted and so on in the chain of devices.
