FYI - I also tried a bidirectional iperf test from green<=>orange with green on the HP-NC365T and orange using a cheap Realtek 8153 USB3 gigabit adapter and bi-directional speeds are quite good ~880/850mbps, however it starts at 930/270 and takes ~20seconds to balance out. FYI - after some research it looks like only I340 and I350 based Intel NICs allow 2+ ports at full gigabit speed (5GT/s) through a x1 PCI-Express v2.0 slot. Some other Intel based NICs support PCI-Express v2.0 but they operate at 2.5GT/s which only has half the bandwidth so they need an x4 slot.

Its x1 pci-e v2.0 so it should be 500Mb/sec bidrectional (theoretical). I think the 250Mb/sec limit is when using pci-e v1.0 devices. I dont see any non-power related electronics on the adapter itself so I think it will allow whatever speed the chipset and card negotiate and thats 500MB/sec (5GT/s) ...

I had issues with mysterious crashes until I discovered ipfire was running out of disk space. I had originally partitioned 2Gb and it wasn't enough to handle updates for squid etc. I resized to 8gb and I've had no issues since. Worth a quick check to make sure you have free space.

I think default scheduler is "ondemand". Which ramps up and down quickly depending on demand. With IPFire on baytrail it never seems to really throttle down presumably because packets keep waking it up. I originally jammed it on performance to see if it would overheat - when it didnt and was not bur...

I installed onto regular internal 2.5in SATA SSD - dont have any m.2 disks.

Did you try connecting from outside the firewall? Unlike most home routers IPFire does not support hairpin NAT so when I set up my port forwards I tried to test from inside the firewall and could not connect. They worked fine from outside though which was good enough for me.
