Any idea why it only lets one specific IP through? Not really. In your place I'd try to first check that it is not the first connection that is succeeding, that is, if you deconnect from your working address then it could work from another. When I first replied to you I did not yet know about intrusion detection in Ipfire. It seems that this is a somewhat difficult to use feature, do you have it enabled ? If yes, disable it and restart.

The file /var/ipfire/red/active exists but is blank. That's normal, it's just its existence that is tested, not its content. Hello Pakfire tests if the file /var/ipfire/red/active exists and if not displays this message. So go in the ipfire console and check interface state by using maybe; ip addr if RED interface has no IP address or is not in the UP state,it would explain that the /var/ipfire/red/active does not exist.
